If you are a foreign citizen and receive a fine in Milan, this page will provide you with all the necessary information on how to handle the situation.

Vehicle circulation in Italy is regulated by the New Highway Code. This code, together with other regulations and decrees, sets the rules and procedures for road traffic offenses. It is essential to be aware of these regulations, especially if you are in Italy.

Notification times for fines

The notification times vary based on the vehicle’s ownership:

  • Owned cars: The Local Police have 360 days to send you the fine.
  • Rental cars: The Local Police have 360 days to send you the fine, but the period starts from the date the rental company receives your data. Rental companies, based on the signed contract, may charge you administrative fees, from the credit card you provided at the time of rental, to provide the personal data of the offender to the Local Police. These fees are added to the fine amount and are not the responsibility of the Municipality of Milan.

When and how to pay the fine

There are two main scenarios in case of a fine:

First case

If you reside abroad and found a fine on the windshield of your parked car (either owned or rented) in Milan, you can pay it immediately using the online services of the Municipality of Milan within the specified deadlines.

Second case

If you do not make the payment or if the fine is detected by electronic systems (e.g., speed cameras for exceeding speed limits or entering restricted traffic areas), the report will be notified to your residence abroad. In this case, you can pay by credit card and other electronic payment methods, bank transfer, or file an appeal to the Prefect following the instructions on the report. If you receive a copy of the fine from the car rental company, you should not pay it but wait for the official report addressed to the person who signed the rental contract.

The Highway Code allows, in certain cases, to settle the violation with a reduced payment, provided it is made within 60 days of notification. For some violations, by paying within 5 days, the amount is reduced by 30% as established by art. 202 C.d.S..

Payment methods

The Municipality of Milan offers various ways to pay fines, but we strongly recommend using digital options for instant payment closure:

  • Credit Card: You can pay directly online by accessing your Reserved Area with the credentials provided on the report. The digital method ensures an instant and secure processing of your payment. In addition to the main credit card circuits, several electronic payment methods are available:
    • Accepted Cards: Visa, Mastercard, Maestro, V Pay, American Express, and JCB.
    • Wallets: Google Pay, Apple Pay, and PayPal.
  • Bank Transfer: If you prefer, you can also opt for a bank transfer using the IBAN provided in the fine notification. It is essential to indicate the report number, as a unique reference, in the transfer’s reason. However, this method may not guarantee immediate payment confirmation like digital options.

Driver data communication

Driver identification, in the case of specific violations provided by the Highway Code, is essential to recognize who was driving the vehicle at the time of the offense. If the notified act explicitly requires it, it is mandatory to complete and send the form within a maximum of 60 days from the receipt of the report. This procedure can be carried out through one of the following methods:

  • Present yourself at the Front Office of the Milan Municipal Police
  • Send the data by email to the specified address milano@infoverbalicds.com
  • Send a registered letter with acknowledgment of receipt with the provided form, attaching a copy of the driver’s license

Communicating the driver’s data is mandatory even if the driver and the owner are the same person or if an appeal is filed against the report.

Appeal methods

Within 60 days of the violation notification, the offender has the right to file an appeal to the Prefect or the competent judge. It is essential that the appeal is written in Italian and sent by registered mail with acknowledgment of receipt directly to the address of the Prefect of Milan (CORSO MONFORTE 31 – 20100 – MILAN, MI) or to the main office of the Local Police. If the appeal is deemed unfounded by the Prefect, an order requiring a payment at least double the original report amount will be issued. Furthermore, within 60 days of notification, it is possible to file an opposition to the Justice of the Peace of Milan (VIA FRANCESCO SFORZA 23 – 20100 – MILAN) according to article 204 bis of the Highway Code. This opposition must be sent in Italian by registered mail with acknowledgment of receipt to the judge’s clerk. If you choose this route, the Judge will set a hearing date, and a deposit may be required. If no appeal is filed and the fine is not paid, the notice will become an enforceable title, allowing the forced recovery of an amount equal to half of the maximum penalty provided, plus related procedural costs.
